Proposed Changes to DBE Federal USDOT

Because we are an organization that supports small business owners, we wanted to share this message with you from Jo Anne Robinson, Office of General Law at the U.S. Department of Transportation in Washington, DC:

It has come to my attention that most of our WMBE/DBE firms are not aware of the new proposed changes by USDOT for the current DBE program.

Washington state has experienced its share of scandal within the DBE program. I have taken the time to examine the newly proposed changes from USDOT (attached) to provide my recommendations to our community as these issues are critical to the wellbeing and success or our minority and women owned businesses. My request is that you thoroughly review the summary and read the proposed changes from USDOT. (Federal Register_Vol 77_USDOT_DBE Proposed Changes) I am seeking to mount large support from Washington state and Oregon state DBE’s as well as minority and women owned businesses, WMBE organizations, and advocates. The focus is on leaders who believe in the cause of community inclusion for all on tax paid procurement.

Ideally each DBE, MBE, WBE, and organization would write a letter to USDOT stating clearly that we have had enough fraudulent activity and abuses of our disadvantaged business community. The letters should express our genuine appreciation of the new recommended changes with emphasis that we want strong penalties and transparency to thwart any new attempts to defraud the DBE program and its certified firms.

Your suggestions should be submitted no later than November 1, 2012 to meet the November 5, 2012 deadline.
